Jackie Hare

Founder

For almost thirty years, J.L. Hare Associates has been in the business of securing permits and entitlements for builders and developers. Jackie Hare is the founder of J.L. Hare Associates and has over 40 years of experience in the building and construction industry. Prior to beginning her company, Jackie Hare worked for 13 years at the Mission Viejo Company in their Development Department as Director of Permit Processing. At the Mission Viejo Company, Jackie learned the sequence of construction, the adverse impacts of carrying costs and delayed construction starts. Jackie has instilled in her staff that same sense of urgency to get the project permitted quickly and efficiently.

Heidi Hare

President

Heidi Hare is our newly appointed President of J.L. Hare Associates and has over 20 years of experience in the building and construction industry. Prior to her transition to J.L. Hare Associates, she provided over 13 years of dry utility design support and project management support for Utility Specialists, Inc. She has provided management support for various types of projects ranging from master planned communities, railroad grade separation projects, residential, commercial, and retail projects. Her employment experience includes design support for civil engineering firms and the electric utility design support for City of Riverside. Project experience in Orange, Riverside, Los Angeles, and San Bernardino Counties.

Chris Samuel

Permit Specialist

Chris Samuel is one of J.L. Hare Associates’ permit processors with over 20 years of experience in the building and construction industry. Prior to his transition to J.L. Hare Associates, he provided over 15 years of construction management as a field professional for large builders like Lennar and Pardee to smaller commercial TI firms. His employment experience includes strong abilities in coordination and the understanding of the construction sequence in all areas of construction including the permitting process. He has project experience in Orange, Riverside, Los Angeles and San Bernardino Counties.

Nellie Montejano

Permit Specialist

Nellie Montejano is one of J.L. Hare Associates Permit Processors with over 10 years of experience in the building and construction industry. Prior to her transition to J.L. Hare Associates, she provided over 5 years of developer support for the City of Newport Beach. Her employment experience has provided her with the unique experience of the other side of the counter during the permit process. Her capabilities of coordination and attention to detail is surpassed by none. With her experience of support and service to the developers she has become an invaluable and exemplary asset to our team. Her project experience with us includes Orange, Riverside, Los Angeles, and San Bernardino Counties.

Dalton Brandenburg

Permit Specialist

Dalton Brandenburg is one of J.L. Hare Associates’ permit processors with 3 years of experience in the building and construction industry. Prior to him coming to J.L. Hare Associates, Dalton was a Soils Engineer Technician with Geo Tech and a student majoring in Inspections and Testing. He has been an asset in managing our large solar permitting operation obtaining permits at nearly 100 municipalities adding to our firm's knowledge of the individual municipality's process and creating invaluable relationships with their staff. His project experience with us includes Orange, Riverside, Los Angeles and San Bernardino Counties.

Christine Samuel

Business and Office Manager

Christine Samuel is the Business and Office Manager of J.L. Hare Associates and has over 15 years of experience in the building and construction industry. Prior to coming to J.L. Hare Associates Christine was a small business owner in the service industry.
As a business and office manager, her objective is to provide a supportive, seamless and productive office environment by analyzing situations and implementing strategic processes. Working in small business has allowed her the ability to simultaneously take on different roles which has given her the unique perspective of how departments, systems and procedures correlate to each other in the flow of operations. Her operational and technological support has been instrumental to streamlining our business processes.
